The Facility Environmental Management and Monitoring System (FEMMS) Program
is designed to achieve increased situational awareness and pollution
prevention capability at Tobyhanna Army Depot (TYAD) through two inter-related
technical efforts. The first is the implementation of monitoring and control
technology modules for critical facility operations. The hardware/software
modules are networked to a central environmental command center giving
Tobyhanna effective administrative review and reporting capability for the
data collected. The second effort involves an environmental profile baseline
analysis, a cost and compliance driven needs assessment, and the definition of
pollution prevention (P2)/treatment opportunities relating to these needs.
Selected high priority projects are then implemented at the facility.
