The Facility Environmental Management and Monitoring System (FEMMS) Program is designed to achieve increased situational awareness and pollution prevention capability at Tobyhanna Army Depot (TYAD) through two inter-related technical efforts. The first is the implementation of monitoring and control technology modules for critical facility operations. The hardware/software modules are networked to a central environmental command center giving Tobyhanna effective administrative review and reporting capability for the data collected. The second effort involves an environmental profile baseline analysis, a cost and compliance driven needs assessment, and the definition of pollution prevention (P2)/treatment opportunities relating to these needs. Selected high priority projects are then implemented at the facility. Concurrent Technologies Corporation (CTC), which operates the National Defense Center for Environmental Excellence (NDCEE), is responsible for maintaining the FEMMS Program Repository web site.
